CBD oil interest is sweeping the nation, especially in Illinois. Cannabidiol (CBD) oil is a natural extraction from the cannabis sativa plant, but unlike marijuana, CBD is not intoxicating, so there’s no “high.” CBD oil is being scientifically researched for its various applications and benefits. Residents of the Prairie State seek out pure CBD oil, sharing anecdotal progress with anxiety and stress, mood, sleep, appetite, nausea, inflammation, etc. CBD taken in oil form can be ingested, applied to the skin, or taken sublingually.
In December of 2018, the U.S. Farm Bill passed, federally legalizing the production of industrial hemp, which it defines as cannabis containing less than 0.3% THC. Despite this federal ruling, state legislators across the nation are currently working their way through legislation at the state level. For example, some states require manufacturers to meet certain testing standards or to incorporate certain verbiage on the packaging.
Other states require retailers of CBD products to obtain a state-issued permit, and a few states are levying additional taxes on CBD products. Illinois legislation is leading the way in creating an equity-centric approach to cannabis legislation. While states such as Colorado and Washington, D.C. have legalized recreational marijuana through a public referendum (ballot votes), Illinois has legalized adult-use of marijuana through its state legislature.
Specific language in the bill intends to make it easier for minorities to benefit from the booming cannabis market. During a May 2019 press conference, Illinois Governor J.B. Pritzker said, “For the many individuals and families whose lives have been changed – indeed hurt – because the nation’s war on drugs discriminated against people of color, this day belongs to you.”
Illinois is giving licensed MMJ retailers the first right of refusal, starting in January of 2020, with the option to open an additional store. Following that, a limited number of store licenses will be rolled out at specified dates during 2020 and 2021. Due to this expansive legislation, CBD is completely legal in Illinois and readily available throughout the state, for all those seeking the many benefits of cannabis without the “high.” Because legislation related to cannabis changes often, please check with your local and state authorities for the most current regulations in your area.
